Sub step A: I find out if an energy pass is needed

I find out if an energy pass is required for the planned renovation work.

Sub step B: If my building is listed, I contact the National Institute for Architectural Heritage (INPA) and the municipality

I contact the National Institute for Architectural Heritage (formerly the National Monuments and Sites Service) to present my renovation project and to find out about the authorisation procedures and to be able to benefit from subsidies for a good restoration that can improve the energy efficiency of my home.

I choose a certified energy advisor who, together with me, draws up the concept of the renovation project and prepares the file for the application for authorisation from the municipality (if necessary) according to the terms of the legislation in force.

• If my building is listed in the general development plan (PAG) of the municipality because of its building substance, specific municipal authorisations may be required. I may also receive expert advice and financial support for appropriate restoration work that can improve the energy performance of the building.
• I check or the person responsible for the work whether the planned renovation work complies with the building regulations of the municipality and whether a building permit is required.
• I check whether it is possible to connect my home to a district heating network.
• I consult the national solar cadastre to find out the feasibility of installing photovoltaic panels.

Despite the choice of using an architect to plan the renovation works, state financial subsidies are only eligible if an energy concept is drawn up by a certified energy advisor, or if the works are carried out by a certified tradesman in the case of a single insulation measure. Some architects are certified to do this.

Since 2018, only the energy advice reports of certified advisors (Klima-Agence certified) are eligible for state subsidies!

I enquire which energy classes (A, B or C) can be achieved with the renovation concept. If I achieve an energy class A, B or C, I receive an additional bonus under the state subsidy scheme!

Individual insulation measure:

In the case of an individual measure, eligibility for state subsidies must be certified by a certified energy advisor or a certified tradesman.

Renovation concept with several measures:

1. Applicant commissions an approved energy consultant to provide energy advice including a report.
2. Approved consultant prepares the renovation concept:
   1. Site visit
   2. Concept for integral energy renovation
   3. List of measures selected for implementation.
3. Applicant obtains offers from companies (not obligatory).
4. Company prepares the offer for the selected measures that comply with the funding programme. Approved consultant verifies the conformity of the offers.
   1. Recommended before applying for the agreement in principle.
5. Applicant applies for the agreement in principle at the Single point of contact for housing assistance:
   1. Recommended to include offers verified by approved adviser.
6. Single point of contact for housing assistance. Issue of the agreement in principle ("Accord de principe").
7. Applicant commissions the company to carry out the work and informs the approved adviser that the insulation will be carried out.
8. Company carries out the work. Approved consultant checks the implementation of the construction site.
9. Company invoices according to the measures carried out. Approved consultant writes final report.
10. Applicant applies for payment of state aid.
11. Central housing aid office disburses the state aid.

If the energy advice was carried out by an energy advisor, then he/she is responsible for the regular control of the works. If I carry out an individual insulation measure with a tradesman, then I am responsible for monitoring and ensuring that the work is carried out correctly, that the materials used are correct or that the schedule is respected

A construction supervision should be considered during the renovation works to avoid damage to the construction. In this way, the course of the construction is documented and can serve as a protection later.

Thermography can help to identify any weak points in the renovation.

In some cases, an "as-built" energy passport must be drawn up.
